Kobe fut l’une des premières villes portuaires japonaises à accueillir des étrangers lorsqu’à la fin du XIXe siècle, le Japon sortit de sa longue réclusion et s’ouvrit au monde. De ce riche passé ont subsisté de magnifiques demeures construites par les résidents étrangers dans le quartier Kitano-chô, nommé parfois Kitano Ijinkan, "les résidences étrangères de Kitano".
