How to get from Kansai International Airport to Kyoto with the JR Pass

Kansai International Airport (KIX) is one of the main gateways to western Japan, serving Osaka, Kyoto, Kobe, Nara, and the wider Kansai region. From the airport, the simplest way to reach Kyoto with a Japan Rail Pass is the JR Haruka Limited Express, which runs directly from Kansai-Airport Station to Kyoto Station.
Taking the JR Haruka Express
The JR Haruka Limited Express is the easiest and most convenient train from KIX to Kyoto. It departs from Kansai-Airport Station, next to Terminal 1, and reaches Kyoto Station in around 75 minutes, with approximately two departures per hour.
Major stops for the JR Haruka Limited Express are as follows:
- Tennoji Station
- Osaka Station
- Shin-Osaka Station
- Kyoto Station
These intermediate stops also make the Haruka a convenient option for travelers visiting Osaka or transferring to other JR lines before continuing their journey.

Using the Japan Rail Pass
The Japan Rail Pass covers the Haruka Limited Express, making it the best option for JR Pass holders traveling from KIX to Kyoto. After arrival, travelers can exchange or activate their pass at the JR Ticket Office at Kansai-Airport Station, which Japan Experience lists as open from 5:30 to 23:00.
Once your pass is activated, you can use it for the Haruka and other eligible JR services. In Kyoto, the JR Pass can also be used on some local JR lines, although it is not valid on the Kyoto subway, city buses, or private railway lines.
Arriving at Kyoto Station

Alternative routes
The JR Haruka Limited Express is usually the best option for Japan Rail Pass holders. Travelers without a nationwide JR Pass may also consider:
- Kansai Area Pass: Covers the Haruka and other JR services within the Kansai region, making it a good value for shorter regional trips.
- Kansai Wide Area Pass: Offers broader JR coverage, including destinations such as Himeji, Okayama, Kinosaki Onsen, and parts of Wakayama.
- Airport limousine buses: Provide direct service to Kyoto Station and selected hotels without requiring a train transfer.
Alternatively, the Kansai Railway Pass and Kansai Thru Pass cover many private railways, subways, and buses throughout the Kansai region but cannot be used on JR trains, including the Haruka or the Shinkansen.
